Our Approach

We work at the intersection of relationships, communication, and execution. In the Virgin Islands, progress depends not only on a strong idea but on how that idea is introduced and carried forward. We have spent more than two decades building those relationships across St. Thomas, St. Croix, and St. John, throughout the public, private, and nonprofit sectors that define how the territory operates. Stakeholder Engagement and Community Presence

In the Virgin Islands, community is not an audience to be managed. It is the environment in which everything gets done. We help clients understand who the right people are, how to reach them, and how to build a presence that earns genuine credibility over time.

We also help clients who want to give back do it in ways that matter. Whether that means designing a scholarship program, funding a workforce initiative, or building a partnership with a local institution, we help structure those efforts so they reflect the client's values and respond to what the community actually needs.

Government Relations and Agency Engagement

The Virgin Islands government operates across three islands, multiple agencies, and a set of relationships that take years to understand and navigate well. We help clients move through that environment with the right preparation, the right contacts, and the credibility that opens doors more quickly than a cold introduction ever could.

The work includes agency and regulatory navigation, legislative monitoring, procurement positioning, and direct relationship development across territorial and relevant federal offices.

Stakeholder Positioning and Advisory Communications

We help clients define and manage how they are perceived by the government officials, community leaders, and institutional stakeholders whose support their work depends on. This is deliberate, relationship-based counsel delivered privately. The goal is alignment.

Economic Incentive Program Advisory

Economic incentive programs in the U.S. Virgin Islands offer real and significant benefits. They also carry real and ongoing obligations. Annual reporting, employment and investment documentation, community contribution requirements, and the institutional relationships that keep a program participant in good standing year after year.

UAS works alongside attorneys, accountants, and their clients to handle the advisory, coordination, and documentation work that those obligations require. We are not lawyers or accountants. We handle the coordination, the materials, and the follow-through that makes the work of legal and financial advisors more effective.

Principal Consultant

Mitchell A. Neaves was born and raised in the U.S. Virgin Islands and has spent more than two decades contributing to the territory's public institutions, government offices, and private sector before founding UAS. He grew up surrounded by faith and island life, spending countless days exploring the beaches of St. John, St. Thomas, and St. Croix. Those early experiences instilled in him a deep appreciation for connection—between people, ideas, and purpose—that continues to shape his approach to work and life.

Mitchell attended Michigan State University, where he earned his bachelor’s degree in sociology and served as a student manager for the men’s basketball team under Hall of Fame coach Tom Izzo. That experience sparked his lifelong passion for college sports and institutional pride. After earning his master’s degree in Sports Administration and Facility Management from Ohio University, he returned to Michigan State to serve as the Marketing Director for the Department of Athletics, where he helped strengthen alumni and fan engagement.

Throughout his career, Mitchell has secured over $60 million in funding and facilitated partnerships that foster education, workforce readiness, and community development. Today, as Principal Consultant of Udall Advisory Solutions, he collaborates with companies, family offices, and investors across the U.S. Virgin Islands to develop projects that drive impact and innovation.

A self-described mango connoisseur and lover of Caribbean cuisine, Mitchell is also a technology hobbyist who volunteers his time to support students and youth. Whether sharing a story of Spartan basketball or flying between islands, he brings warmth, creativity, and purpose to every endeavor. He brings a relationship-driven approach, strategic perspective, and deep knowledge of the Virgin Islands to every engagement.
